The rookie officer was driving into Manhattan from the Bronx on the Macombs Dam Bridge when he was sideswiped by a 2009 black Ford escape with NJ license plates.
As that SUV continued westbound, shots were fired from it in the direction of the off-duty officer.
The officer, who has just 16 months on the job working in Manhattan North, was not struck.
Police launched a search for the SUV, which was tracked through technology into Queens.
It was eventually spotted and stopped at Blake and Van Sinderen avenues in East New York, Brooklyn.
The two occupants were taken into custody are being questioned.
