Delaware State Police have charged two people for the death of a man found shot inside a vehicle in Glasgow last month following a brief chase in their attempt to flee.
Charles Lowe, 44, of Felton, and Sierra Steiner, 28, of Newark were arrested by Delaware State Police on murder and related charges in the March 19 death of 22-year-old Bryan Pedroza who was found dead by police inside a vehicle after a reported traffic accident on the 2400 block of Old County Road in Glasgow.
What led to the killing?
According to Delaware State Police, the victim and Steiner drove onto private property and were parked on Dolphin Drive. Lowe parked behind them, got out and, according to police, approached the victim who was still in the driver’s seat.
Police said the victim tried to drive away and was shot by the suspect, causing him to crash in a wooded area.
Arrest warrants for Lowe and Steiner were issued Friday, April 7.
How was the duo arrested?
On Saturday, April 8, Harford County SWAT and Cecil County Sheriff’s Office found the duo in a vehicle in Elkton, Maryland. The pair attempted to flee in their vehicle, but crashed it and were apprehended in the parking lot.
The pair were transported back to Delaware and arraigned in Justice of the Peace Court.
Lowe was committed to the Howard R. Young Correctional Institution on a $1,085,000 cash bond and Steiner was committed to the Delores J. Baylor Women’s Correctional Institution on a $1,065,000 cash bond.

What were the man and woman charged with?
Lowe was charged with four felonies:
- Murder 1st Degree
- Possession of a Firearm During the Commission of a Felony
- Possession of a Firearm by a Person Prohibited with a Prior Violent Felony Conviction
- Conspiracy 2nd Degree
Steiner was charged with three felonies:
- Murder 1st Degree
- Possession of a Firearm During the Commission of a Felony
- Conspiracy 2nd Degree
